INOVASI DALAM HILIRISASI INDUSTRI GLOBAL: LITERATUR REVIEW TENTANG PELUANG, TANTANGAN, DAN ARAH KEBIJAKAN

Industri hilir menjadi strategi penting dalam transformasi ekonomi global, terutama di negara-negara berkembang yang kaya akan sumber daya alam. Artikel ini menyajikan tinjauan pustaka yang komprehensif terhadap inovasi dalam industri hilir global dengan menyoroti bentuk inovasi, peluang strategis, tantangan implementasi, dan implikasi kebijakan. Melalui pendekatan analisis tematik terhadap 25 jurnal relevan dari 100 jurnal terindeks Scopus (2003–2023), penelitian ini mengidentifikasi peran penting inovasi teknologi dan digitalisasi — seperti bioproses, penerimaan informasi real-time (RTIR), serta adopsi Industri 4.0 — dalam meningkatkan efisiensi dan nilai tambah di sektor hilir. Studi ini juga menyoroti peluang integrasi bioekonomi dan ekonomi sirkular, dan tantangan seperti keterbatasan infrastruktur, tingginya biaya, dan hambatan regulasi. Implikasi kebijakan menunjukkan pentingnya sinergi antara regulasi industri, lingkungan, dan inovasi, serta perlunya dukungan terhadap UMKM, R&D, dan infrastruktur hilir. Hasil studi ini memberikan landasan konseptual dan praktis untuk perumusan strategi hilir berdasarkan inovasi adaptif terhadap dinamika global dan lokal.

Downstream industry become an important strategy in transformation global
economy , especially in developing countries rich in resources Power nature .
article serve review literature comprehensive to innovation in downstream global
industry with highlight forms innovation , opportunities strategic , challenges
implementation , and implications policy . Through approach analysis thematic against
25 journals relevant of 100 journals indexed by Scopus (2003–2023), research This
identify role crucial innovation technology and digitalization — such as bioprocess ,
real-time information receiving (RTIR), as well as adoption of Industry 4.0 — in
increase efficiency and value add in sector downstream . This study also highlights
opportunity integration bioeconomics and economics circular , and challenge like
limitations infrastructure , costs height , and obstacles regulation . Implications
policy show importance synergy between regulation industry , environment ,
and innovation , as well as the need support towards MSMEs, R&D, and
infrastructure downstream . Study results This give runway conceptual and practical
for formulation of downstream strategy based on adaptive innovation to global and
local dynamics .
